The problem is timing. They will happily let you schedule a worker for an eighth straight day, or start a morning shift eight hours after a late finish. If a rule is at risk, it shows the manager a clear warning describing the specific issue: for example, "this shift starts 8 hours after the previous shift ended, below the 10-hour rest guideline".

The important design choice is that the gate warns rather than hard-blocks. Care operations are not tidy. A participant has a crisis, a worker calls in sick, and the only person who can cover is one who finished late the night before. A system that refuses the shift outright forces managers to work around it, which usually means dropping back to the spreadsheet and losing the record entirely. A gate is a tool, not a policy. To get value from it, a provider needs a few habits around it.

  1. Agree what a good reason looks like. "Emergency cover, no alternative worker available" is a reasonable override. "Easier for me" is not. Give managers a shared standard so the recorded reasons mean something.
